OSCA GENERAL RULES

INTERPRETATION OF THESE RULES AND REGULATIONS IS LEFT TO THE DISCRETION OF THE O.S.C.A TECHNICAL OFFICIALS AND EXECUTIVE. THEIR DECISION IS FINAL.

1. GENERAL PIT AREA RULES;
a) All persons entering the track or pit area during competition, (including officials) MUST sign a release waiver and wear the supplied wristband at all times.
b) No one under the age of 12 is allowed in the pit or track area during competition. .
c) Anyone under 18 MUST have a parent or guardian’s written permission before entering the pit or track area during competition.
d) No person shall be admitted to the pit or track area during competition unless they are appropriately dressed: knee length shorts, shirt and fully enclosed shoes.
e) Any person dressed improperly may be asked to leave the pit or track area until they meet the standards.
f) "NO" stimulants, illegal drugs or alcohol will be allowed in the pit or track area before, during or after a race.

g)"NO" persons in the pit or track area are to be under the influence of stimulants, illegal drugs or alcohol before, during or after a race.
h) Pit and track entry privileges may be revoked if warranted.

2. VEHICLE, DRIVER & CREW RULES IN PIT AREA;
a) A maximum 5 mph speed limit will be enforced in the pits at all times by all vehicles, except emergency vehicles..
b) Six people plus the driver are permitted with each race vehicle in the pits on race day.
c) It is the driver’s responsibility to inform their crew of the rules and regulations. Fines will be levied against the race vehicle.
d) No vehicles, other than the race vehicles competing, track service vehicles and vehicles approved of by the OSCA, will be allowed in the pit area during competition.
e) Racing vehicles MUST be unloaded at the track before the first race or at intermission.
f) All race vehicles MUST remain in the pit area until the final race of the program has finished.
g) Vehicles may enter and leave at other times by permission of the Flagman and tech officials only
h) The responsibility for knowing which race and what staging position rests with each race vehicle's crew.
i) Any vehicle late for a lineup or holding up the lineup will be placed at the back of the lineup or left out of the race, exceptions are at the Pit-boss’s discretion.
j) One crewmember per vehicle in the staging lane.
k) No working on the vehicle in the staging lane, including refueling, exceptions only at the Pit-boss’s discretion
.
l) Any vehicle left in the pits over 48 hours without permission may be considered abandoned and may become property of the OSCA

3. DRIVERS;
a) No more then one person shall occupy a race vehicle at any time during any competition, unless approved of by tech committee..
b) Drivers MUST attend all drivers meetings.
c) Anyone under 18 years of age MUST have their parent
or guardian's written permission to race.
d) Anyone 14 to 16 years of age MUST have their parent or guardian's written permission to race, in addition to tech committee approval.
e) OSCA reserves the right to ask for medical proof of health before being allowed on the track.
f)  Driver changes during the event may occur going up, down, or within a class as long as the race director gives permission (points will only be awarded to the race vehicle).

g) Powder Puff drivers cannot be the regular driver of a race vehicle and are limited to only female drivers.
h) Mechanic drivers cannot be the regular driver of any race vehicle during that race day.
i) In case of medical reasons or a scheduled absence, the race director may approve a replacement driver. (points may be awarded to the race vehicle or to the regular driver as determined by the race director)

4. OFF TRACK BEHAVIOR;
a) Unless race vehicle is licensed and street legal vehicle, it will not be allowed to compete unless towed/hauled to and from the track .
b) Any member caught driving an unlicensed race vehicle on public roads will be fined $250.00 for the first offense and suspended from OSCA after second offense.

5. MEMBERS;
a) annual membership is $25.00 payable to the acting treasurer, available the night of the annual wind-up until September 30th in any given year.
b) MEMBERSHIPS WILL BE VALID FROM WIND UP TO WIND UP EACH YEAR
c) In the event of behavior unbecoming of an OSCA member, the Executive will review the privilege of membership. The Executive will decide if censure, written warning, probation, suspension, or revocation of membership is to follow.
j) All OSCA members are responsible for their own fines and the fine is to be paid before the next race day or the offender will be refused pit entrance.

k) In the event of a fine/suspension or expulsion, the person(s) will have a chance to defend themselves at a special meeting or the next general meeting.

6. CONDUCT;
a) Any actions felt to be intentional to harm a competitor’s vehicle in non-competition will result in either expulsion, suspension and/or a fine..
b) Any action felt to be intentional to harm a fellow racer will result in either expulsion, suspension and/or a fine.
c) Any verbal or physical altercations in the public eye including public websites, will result in either expulsion, suspension and/or a fine..
d) Ungentlemanly conduct towards any OSCA official, will result in either expulsion, suspension and/or a fine.
e) Any attempt to destroy or impair any OSCA official’s capacity for collected thought or decisive action  will result in either expulsion, suspension and/or a fine.
f) Any physical contact will bring an automatic one-year suspension from the OSCA from the date of the offense.

7. OUT OF TOWN RACE VEHICLES (NON-MEMBERS);
a) Non-members are considered a guest at the OSCA track and are expected to follow all general rules and procedures, any infractions may result in expulsion and suspension from the track property.
b) Visiting vehicles MUST become members to accumulate points. This does not include invitational race meets.
c) Visiting vehicles, MUST change their vehicle number for that specific race day if their number conflicts with a local vehicle number.

d) Safety rules MUST be followed by all out of town race vehicles.
e) $25.00 per day car registration will be required for each visiting race vehicle.
e) $75.00 per day tow money will be paid to visiting NON-MEMBER race vehicles that reside outside a 90km range.

8 CLAIM RULE;
a) No claim rules enforced

9. TEAR DOWN;
a) If the tech committee deems it necessary a tear down of a vehicle, may be instituted in a place and time decided upon by the tech committee.
b) If a vehicle is found illegal, the vehicle and driver will forfeit all points and any monetary prizes for that race day.

c) Refusal to allow a tear down will result in an immediate suspension from the OSCA track.
d OSCA will pay for costs associated with the tear down including gaskets if the the vehicle is found to be legal..

10. OFFICIATING;
a) The flagman is in complete charge of the race. He has the authority to disqualify any vehicles or remove any persons obstructing the race as he sees fit.
g) Mirrors in all vehicles are by flagman discretion, by order of the flagman, they may have to be covered.
h) Ungentlemanly conduct by any OSCA official is subject to a review of their status as an official.

11. RACE DAY;
a) OSCA will make up race day schedules and the executive reserves the right to alter the race schedule during the event to accommodate unforeseen circumstances.
b) The Start/Finish line will be the center of the front straight.
c) A race is deemed complete after 50 percent of the announced laps have been completed if a race needs to be halted before race length is completed.
d) While a race is in progress, NO ONE will cross the track.

e) Points System (to be determined).

12. LEGALITIES;
a) Approval of a race vehicle by the OSCA Technical Committee shall mean only that it is approved for participation in a competitive event and shall not be construed in any way to mean that it is guaranteed mechanically sound, safe, or completely legal. OSCA and/or the tech committee shall not be held liable for any mechanical failure nor for any losses, injuries or death resulting from same.
b)  No driver, vehicle owner, or mechanic shall have claim for damages, expenses or otherwise against OSCA, any promoters, or any officials, by reason of disqualification or damage to, either race vehicle or driver or both; and vehicle owner, driver and mechanics agree the track is in safe condition if they take part in racing activities.
c) All drivers, vehicle owners and mechanics assume full responsibility for any and all injuries sustained including death and property damage, at any time they are on the premises, or en route to or from the premises

13. OSCA WEBSITE;
a) The Official OSCA Rulebook available from the secretary of the OSCA will override any rules, techniques or procedures listed on the OSCA website or forums .
